Levy

What is levy?
Levy is a charge at the rate of 2% on the gross sales derived from the sale of accommodation, food, drinks and all other services offered in scheduled establishments.


Why is levy charged?
Levy is charged to sustain training, developing standards for testing the skills required in the Tourism industry and marketing Kenya as a preferred tourist destination both locally and internationally.


Who qualifies to pay levy?
Hotels:
Charging a minimum of Ksh. 250 per person / per night, including the provision of breakfast meal or any other services.

Restaurant:
Making minimum gross sales of Ksh. 3 Million per annum or an average of Ksh. 250,000 for the first three (3) trading months, incase of new establishments.

On which services is levy charged? Hotels and Restaurants are required to pay 2% Catering Training and Tourism Development levy on services which include;

  • Accommodation
  • Food and drinks
  • Telecommunication
  • Entertainment
  • Laundry
  • Dry cleaning
  • Storage
  • Safety deposits
  • Fitness centers
  • Bird watch
  • Game drives
  • Sanctuary charges
  • Business services
  • Conferences

Standards

What is Standardization?
Standard is that which has been set up as a measure of quality or value. In this context therefore, the standardization is the process of setting up measures for quality of skills employed in the Tourism Industry.


Why is there need for Standards in the Tourism Industry?

There is need for standards in the skills employed in the Industry in order to render quality services to the clientele. This will enable Kenya to compete with other tourist destinations.


Why should Institutions Training for the Industry register with you?
In order to know who trains for the Industry. To keep track of the kind of training offered. To inform the Public of viable institutions training for the Industry.


What does CTDLT hope to achieve by setting Standards?
Catering and Tourism Development hopes to upgrade the Standards of skills employed in the Industry. To sensitize the clientele and service providers of the benefits of quality skills and the importance of employing well trained manpower in the Industry. To entice clientele to make repeat visits to our various product destinations.


Why can this not be done by Kenya Utalii College?

Kenya Utalii College is the prime trainer for the Industry, however, many other trainers also undertake the measure against which other trainers are evaluated. Being a trainer, it cannot be the same as to check others as these are potential competitors. It is necessary to have an independent body carry out the standardization for objectivity.


How will the Industry benefit?

The effect of upgraded skills will benefit the Industry in that level of service delivery will improve. This in turn should encourage longer stay, repeat visits and also act as a marketing tool.


Why has the Government taken so long to come up with this?

There was need for adequate research to be conducted in order to establish the gaps in the skills employed in the Industry. This will therefore enable Catering and Tourism Development Levy Trustees to focus on curriculum that can be used in the Industry.


What will you do Institutions that do not adhere to the regulations?
They will be expected to adhere but if this does not happen, then the law will take its course.
